Is this just the way that the city of Cincinnati has decided that it should be done. Why don't we hang a sign over the city that says "Whites Only".

"...the city of Cincinnati has decided ..." Who is this entity you call "the city of Cincinnati"? I assume it is a human as you state it "has decided". 'Splain yourself, please. The racial make up of the city is claimed to be majority black, 'splain that if you think the people of Cincy are keeping blacks from ranking jobs.

Also your header should not have the word "no" in it.

You are right about the header. It was a mistake. If you don't understand that the city of cincinnati is the people in decision making positions such as city council.
